This position is responsible for the management of the City's stormwater system to ensure compliance with state and federal regulations. This position is also responsible for performing technical work associated with the operation and routine maintenance of the geographical information system (GIS). Work at this level places an emphasis on production of maps, graphics, and presentation materials, as well as the routine maintenance and upkeep of related database files.
The Director of Planning and Community Development and the Director of Public Works will provide assignments and duties in the forms of outlines or suggestions, and the employee is expected to follow through to completion. Expectations and detailed reviews will be provided initially, but the expectation that the position be largely self-guided after initial training.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are normal for this position. The omission of a specific statement from the duties does not exclude a duty from the classification if the work is similar, related, or a logical assignment for this classification. This position is intended to be flexible, and other duties may be required and assigned as required:
Manage inspections of stormwater system structural components.
Manage inspections of all new and post-construction infrastructure in the city; tests water quality and records results.
Performs Global Positioning System (GPS) data collection and field mapping.
Performs geographic information system (GIS) mapping functions.
Compiles data and completes forms and reports as required by state and federal regulations; maintains electronic and hard copy records.
Maintains stormwater structure and components.
Researches and investigates citizen complaints and inquiries.
Assists with developing, coordinating and presenting stormwater-related educational materials and programs to citizens and school groups.
Supervises the management of the city's stormwater permit.
Prepares annual billing for stormwater utility fees.
Maintains geographic information system (GIS) zoning maps.
Prepares maps for city departments as needed.
Produces, maintains, and updates city maps, graphics, and presentation materials: generates maps and materials using GIS system; customizes data to reflect specific information of interest to the parties requesting the materials; prioritizes projects in order to meet deadlines; produces routine documents for sale or distribution to city departments, including street atlases and other city maps.
Maintains a clearinghouse of data pertaining to city infrastructure, streets, public facilities, subdivision plans, municipal boundaries, and other community resources: updates databases and indexes data for reference; categorizes and integrates data with GIS systems; interpolates annexations, subdivisions, highway projects and street locations into the GIS database; assures accuracy and interrelationship of all system information and data for preparation of reports and/or mapping projects.
Digitizes, scans, or otherwise converts maps, plats, plans, surveys, and similar paper documents into electronic format: maintains electronic files and storage of records; distributes records as appropriate.
Performs tasks associated with routine operation and application of the GIS: assists with design/development of spatial/tabular databases and topological editing; enters, edits, researches, and updates information in various databases; and performs routine analysis in response to various user needs.
Operates GPS equipment to collect and catalog data on city resources and infrastructure: identifies and locates various data points in the field; utilizes equipment to obtain geographic reference points; keeps logs and records of data points collected; downloads data from GPS equipment and attributes records with various resource lists.
Provides information and assistance to the public, other city offices, or other individuals regarding geographic data requests, GIS operations, or related issues; provides copies of maps and other documentation; assists with the interpretation of maps or other GIS information; and provides information, researches complaints/problems, and initiates problem resolution.
Researches various records and resources as needed; researches deeds, tax maps, zoning maps, or other records to determine property ownership, location, or boundaries; researches problems involving deeds, maps, addresses, or other issues.
Prepares, completes, and/or receives various forms, reports, correspondence, technical reports, plats, deeds, graphs, presentations, database records, technical manuals, maps, master street files, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, database, mapping, geographical information system (GIS), or other computer programs.
Operates a variety of specialized/general equipment and tools, which may include a GPS unit, plotter, printer, measuring instruments, or drafting instruments.
Communicates with supervisor, employees, other departments, customers, surveyors, realtors, title searchers, attorneys, post offices, state/federal agencies, the public, outside agencies, and other individuals as needed to coordinate work activities, reviews status of work, exchanges information, or resolves problems.
Attends meetings as needed.
Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new technologies, methods, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, sending/receiving faxes, filing documentation, or running errands.
Aids other employees or departments as needed.

Ability to understand and utilize Guidelines including the City's zoning ordinance and development regulations, the Georgia Stormwater Manual, the Manual of Erosion and Sediment Control, and the Manual for Illicit Discharge Detection and Elimination. These guidelines are generally clear and specific, but may require some interpretation in application.
MENTAL AND PHYSICAL REQUIREMENTS
The work is typically performed in an office while intermittently sitting, standing, stooping, walking, bending or crouching and outdoors, occasionally in cold or inclement weather. The employee occasionally lifts light and heavy objects, distinguishes between shades of color, and utilizes the sense of smell. The employee is exposed to noise, dust, dirt, grease, and machinery with moving parts. The work requires the use of protective devices such as masks, goggles, gloves, etc.
Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.
Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, wetness, humidity, rain, or traffic hazards.
Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
Possession of or ability to readily obtain the appropriate state certification for the type of inspection(s) conducted.
At minimum, a certificate in GIS.
